Privacy Policy

This Privacy Policy applies to the UKPSC Mitra mobile application (hereinafter referred to as “Application”) created and provided by Uttarakhand Public Service Commission (hereinafter referred to as “Service Provider”).

The Application is offered as a free service and is intended for use “AS IS.” By installing or using the Application, you agree to the practices described in this Privacy Policy.

1. Information We Collect

The Application does not require login, registration, or collection of personal details such as name, email, or phone number. However, the Application and its third-party service providers may automatically collect the following types of information:

  • Device Information: Device model, operating system version, and other non-personal technical information.
  • App Instance Identifier (UUID): A randomly generated, app-scoped identifier obtained via the Capacitor Device plugin, used to uniquely identify an app installation for analytics, crash reporting, and notification delivery. This identifier does not reveal the user’s identity and is not a hardware identifier.
  • Usage Information: Pages/screens visited, features used, time and date of usage, time spent in the Application.
  • Internet Information: Internet Protocol (IP) address of your device.
  • Crash Reports: Technical data related to app performance, errors, and crashes.
  • Notifications Data: The content of government exam/job-related notifications sent by the Service Provider through Firebase Cloud Messaging (FCM).

The Application does not collect or store precise location data.

2. Purpose of Data Collection

The collected information is used for the following purposes:

  1. Core Functionality
    • To deliver exam-related notices, guidelines, job updates, and other official communications.
    • To provide push notifications through Firebase Cloud Messaging.
  2. App Improvement
    • To analyze usage patterns and app performance using Google Analytics for Firebase.
    • To identify and fix technical issues using Firebase Crashlytics.
  3. Optional Communication
    • To send informational notifications related to government examinations, recruitment updates, public notices, and official services.

3. Third-Party Services

The Application uses the following third-party services, which may collect information as described in their own privacy policies:

  • Google Analytics for Firebase
  • Firebase Crashlytics
  • Firebase Cloud Messaging

These services may collect information such as app instance identifiers, usage data, and crash logs, which may be considered personal data under applicable laws.

4. Data Handling and Retention

  • The Service Provider does not directly collect or store user personal data.
  • Notifications created by the Service Provider are stored on its servers and delivered to user devices via Firebase Cloud Messaging.
  • Usage and crash data collected by Google Firebase services are retained and processed according to Google’s own data retention and privacy policies.
  • If you wish to stop receiving notifications or data collection, you can uninstall the Application at any time.
  • The app instance identifier (UUID) is generated once per application installation, stored locally on the user’s device, and is regenerated only if the Application is uninstalled and reinstalled. It is not used for advertising or cross-application tracking.

5. Disclosure of Information

The Service Provider may disclose collected information only in the following cases:

  • Legal Compliance: To comply with applicable laws, regulations, or valid legal requests.
  • Protection of Rights: To protect the rights, safety, or property of the Service Provider, users, or others.
  • Service Providers: To trusted third parties (such as Firebase) who process data on behalf of the Service Provider, subject to confidentiality obligations.

The Service Provider does not sell or rent user data to third parties.

6. Children’s Privacy

The Application does not knowingly collect personal information from children. As the Application provides publicly available government information without user registration, it is suitable for general audiences. Parents or guardians are advised to guide minors while using digital services.

7. Security

The Service Provider takes reasonable technical and organizational measures to safeguard any limited technical data processed through the Application via third-party services (such as Google Analytics and Firebase Crashlytics). No personal user data is collected or stored by the Service Provider. However, no method of transmission over the internet or method of electronic storage is 100% secure. Users are advised to exercise caution when using digital services.

8. Opt-Out Rights

Users may stop all collection of information by uninstalling the Application. Push notifications can also be disabled at the device level through system settings.

9. Compliance With Applicable Laws

This Privacy Policy is intended to comply with the provisions of the Information Technology Act, 2000, the Information Technology (Reasonable Security Practices and Procedures and Sensitive Personal Data or Information) Rules, 2011, and any other applicable Indian laws.

10. Changes to This Privacy Policy

This Privacy Policy may be updated from time to time. Any changes will be posted on this page with the updated effective date. Users are encouraged to review this policy periodically to stay informed of updates.
